Tompkins County includes the Ithaca small urbanized area and non-urbanized (rural) towns.
Ithaca Tompkins County Transportation Council (ITCTC) is the local metropolitan planning organization. New York State Dept. of Transportation is the designated recipient of FTA program funds. NYSDOT transfers that responsibility to Tompkins County. The County is a grant recipient and oversees subrecipients of FTA program funds. TCAT is a subrecipient of the County.
