Federal Funding Opportunities and Guidance
The three FTA programs subject to the Coordinated Plan process are:

Section 5310 - Elderly & Individuals with Disabilities
- The Section 5310 program is primarily used by GADABOUT Transportation Services, Inc. to purchase two or more paratransit buses per year. The 5310 program is administered by NYS Dept of Transportation (NYSDOT).
- There are two funding opportunities per year for the JARC program. The urban area JARC funding is approximately $80,000 per year and is managed by Tompkins County. The rural area JARC funding is up to $200,000 per year and is managed by NYSDOT.
- The objective of JARC is to fund new service or capital projects aimed at improving service for low income persons.

- There are two funding opportunities per year for the New Freedom program. The urban area NF funding is approximately $20,000 per year and is managed by Tompkins County. The rural area NF funding is up to $50,000 per year and is managed by NYSDOT.
- The objective of New Freedom is to fund new service or capital projects aimed at improving service for persons with disabilities and especially for persons certified for ADA paratransit service.
