Spring 2010 Solicitation for Proposals: 2010-11
The ITCTC is soliciting proposals to use JARC and New Freedom funding in 2010-11. There is a simple proposal form for you to use to apply for Job Access (JARC) and New Freedom funds for 2010/2011. The Coordinated Plan Committee will review proposals submitted by March 8 at the March 16 meeting. Agencies are encouraged to colloborate to complete and submit a proposal to the ITCTC.
At the Coordinated Plan meeting of Feb 23, we decided to allow for proposers to submit proposals on an on-going basis after March 8. There will be rolling deadlines one week before monthly Coordinated Plan meetings.
The next proposal deadline is April 9, 2010, 4 pm to ITCTC.
A frequent question raised is how to match the JARC and New Freedom funds. For operating assistance projects the match is 100%. Mobility management and other capital projects have a match of 20%. There are a number of options for how to match the federal funds. Please contact Dwight Mengel, 274-5605, email for technical assistance on preparing a proposal.

Section 5316 Job Access and Reverse Commute (JARC)
Section 5317 New Freedom programs.
Tompkins County is the applicant for the JARC and New Freedom grants. GADABOUT applies for the Section 5317 program annually. We expect two grant cycles in 2010 for JARC and New Freedom programs and a single cycle for the Sec 5310 program.
The amount of Federal Transit Adminsitration funding is small when compared to the Federal funding for sixty-two programs that include transportation services as an ancillary support. In 2003, the Government Accounting Office prepared a report to Congress on the status of Federal funding and barriers to coordination.
