2009 Project Priorities (April 2009)
The New York State Department of Transportation is conducting a competitive selection process for rural JARC and New Freedom projects in May 2009. Tompkins County will conduct a competitive selection process for urban JARC and New Freedom projects in 2010.
Project Descriptions
1. Use Section 5310 Funding to procure up to six (6) replacement paratransit buses for GADABOUT to be applied for in 2009 at the cost of $53,000 each. GADABOUT had a backlog of 17 buses eligible for replacement.
Jan 2010 Status: GADABOUT received 3 Type I replacement paratransit buses from 5310 in January 2010. GADABOUT is approved for 3 replacement paratransit buses with ARRA funds, NY-96-X003-01. County is applying for 10 replacement paratransit buses in 2010, in grant NY-95-X017.
2. Provide JARC Funding of $150,000 for the County’s Rural Van Program for Towns of Newfield and Enfield.
Jan 2010 Status: County revised rural van pilot program in Fall 2009. County awarded contract to Ithaca Dispatch (County Resolution #174, Oct 22, 2009). CityVan, will target rural residential areas unserved by TCAT bus routes in Newfield and Enfield. CityVan will coordinate passenger trips for Medicaid, Employment, Children Services and other human services programs, in addition to the public. Service to start in Jan 2010. Tompkins County applied for rural JARC funding from NYSDOT in 2009.
3. Provide JARC Funding of $60,000 for Way2Go Education Program operated under contract with TC Cooperative Extension and Tompkins County for second year funding through 2010.
Jan 2010 Status: Tompkins County awarded a contract to Cornell Cooperative Extension of Tompkins County to develop the Way2Go public education program, formerly known as Ridewise in 2008.
4. Develop a community travel training program for individuals. $15,000.
Jan 2010 Status: County DSS conducted travel training, train-the-trainer workshops for select human service agencies in 2009. The community travel training program is a priority for future development.
5. Provide New Freedom funding to extend mobility options for persons with disabilities who are ADA Paratransit certified for employment, medical and other trips. The $60,000 would provide approximately 3,000 paratransit trips for ADA-paratransit certified individuals.
Jan 2010 Status: Tompkins County signed a memorandum of understanding with GADABOUT for GADABOUT to broker New Freedom trip requests in Oct. 2009. The total budget is $61,865 in New Freedom Funds from two grants: $50,000 from Rural New Freedom Contract C003814 with NYSDOT and $11,865 from NY-90-X608. New Freedom rides started in late October 2009.
6. Procure two ADA accessible taxi cabs - $70,000. Procure two ADA-accessible taxi cabs for lease to private operator(s). The lease will recover the 20% local match. The vehicles would be used in Tompkins County.
