Current Coordinated Transportation Plan, Amended 12/15/2020
The Coordinated Public Transit- Human Services Transportation Plan was developed in 2006-07 and adopted by the I-TCTC Policy Committee, by resolution, on October 16, 2007. The first plan included project priorities for federal funding for 2007-2008.
The I-TCTC amends the Coordinated Plan Committee annually to approve priority projects for federal funding.

2015 Plan Amendment (Dec 15, 2015)
The 2015 Coordinated Plan Amendment identifies priority mobility management and operating assistance projects for funding with FTA Section 5307 Urban Formula, Section 5311 Rural Formula, Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities to be implemented in 2016. An open competition for projects is held every Fall. The Ithaca-Tompkins County Transportation Council (ITCTC) considers projects for approval upon recommendation of the Coordinated Plan Committee.

Section 5307 Urban Formula - Special Community Mobility Projects
- Section 5307 funds are set aside for Special Community Mobility Projects.
- In FFY 2015, $90,000 in Sec 5307 funds was set aside. The amount is the same as the 5307 formula factor for population earning less than 150% of Federal Poverty Level.
- Special Community Mobility Projects were formerly known as Urban JARC Projects.
- The Ithaca-Tompkins County Transportation Council approved the Coordinated Plan Amendment on Dec 15, 2015.
Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities
- Enhanced 5310 combined the old 5310 and 5317 New Freedom Programs.
- The I-TCTC solicited projects. The Coordinated Plan Committee evaluated and recommended projects to the I-TCTC Planning and Policy Committees.
