Environmental JusticeEnvironmental justice stems from Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, dated February 11, 1994.
All FTA Grantees are required to fully engage environmental justice populations in the public transportation decision-making process; determine whether environmental justice populations would be subjected to disproportionately high and adverse human health or environmental effects as a result of a transportation plan, project, or activity; and avoid, minimize, or mitigate these effects. The documents listed below comprise Tompkins County's Title VI program, approved by the Federal Transit Administration (FTA). The County, in collaboration with TCAT, Gadabout and third-party providers, submits an updated program every three years.

Under Title VI of the Civil Rights Acts of 1964, any person who believes he or she has been aggrieved by an unlawful discriminatory practice on the basis of race, color, or national origin has the right to file a formal complaint with the County. Any such complaint must be in writing and filed with the County Compliance Officer within 180 days following the date of the alleged discriminatory occurrence.
