2013 Coordinated Plan Update
Tompkins County is updating its Coordinated Transportation Plan in 2013. (Actually, we started in Nov. 2012.) The Committee expects to complete the process in September 2013. We are using local staff resources. The reasons for updating the plan are: it's required, we want to make changes relating to MAP-21, and members of the Coordinated Plan Committee agreed it was a good idea.
The Plan Update Process:
1. We are using United We Ride's Framework for Action to organize our group evaluation of coordinated planning during monthly meetings. The Committee creates ad hoc Working Groups to independently work on specific subjects and report back to the Committee.
2. We will add the 2012 Landscape Analysis of transportation services from the ITNEverywhere Plan to the coordinated plan.
3. We are reaching out to the public, targeted populations, and stakeholders during the planning process.
4. The outcome from steps 1-3 will be to create Action Plans for implementing changes to coordinated plan processes.
5. We will ask the ITCTC Policy Committee to adopt the Plan Update.
6. We will implement our action plans and measure outcomes.
The primary planning tool to focus our discusions is the United We Ride Framework for Action (shown below). The Framework provides a comprehensive re-assessment of the Coordinated Plan process, renews local committment to coordinated planning and identifies Action Steps for completing the update. The Committee first completed the Framework in 2010.
The Update process began in November 2012 and will continue to September 2013. The work will contribute to the ITCTC's update of its 20 year transportation plan in 2013.
