Federal Requirements and Master Grant Agreement

Tompkins County applies for and receives Federal Transit Administration (FTA) grants directly through FTA (as a Recipient) or through the New York State Department of Transportation (NYSDOT) as a (Subrecipient). As a condition of receiving FTA funds, Tompkins County and all of its subrecipients agree to comply with all applicable Federal requirements. Tompkins County answers to FTA for the compliance of its subrecipients. A link to FTA grants is found here.
Standard Federal ClausesAll JARC & New Freedom-funded agreements contain Standard Federal Clauses as attached Exhibit B. The required clauses will differ depending upon the type of project funded through Tompkins County.

Master AgreementThe Federal Transit Administration (FTA) Master Agreement contains the standard terms and conditions governing the administration of a Project FTA supports with Federal assistance (funds or funding) awarded through a Grant Agreement with the Recipient (Tompkins County).

Annual Certifications & Assurances
Tompkins County agrees to fulfill the terms and conditions of the Master Agreement through its annual certification to FTA and when it executes a grant agreement with FTA. |
