Special Community Mobility Program (SCMP)
History
In 2103, Tompkins County, Ithaca-Tompkins County Transportation Council (ITCTC) and Tompkins Consolidated Area Transit, Inc. (TCAT) agreed to establish a local program to encourage innovative community mobility projects in Tompkins County.
The County's Special Community Mobility Program replaced the former Federal Transit Administration (FTA) Sec. 5316 Job Access program. The FTA Sec 5307 urban transit formula includes a new factor related to people with income under the federal poverty level. The amount for the poverty factor is estimated at $100,000 per year. We set this aside for our Special Community Mobility Projects program (SPMC). Every Fall, ITCTC solicits applications for SPMC projects from mostly community non-profit agencies. Proposals are vetted through the coordinated planning process, a county-transit agency group and are referred to the ITCTC for an award.
The ITCTC Joint Planning & Policy Committee Meeting will decide awards of SCMP funds for 2023 on Tuesday, 12/20/ 2022, 1:00 PM, in a virtual meeting to be announced. The meeting is open to the public. Any award will be made as an amendment to the Tompkins County Coordinated Public Transit - Human Service Transportation Plan.

In addition, proposals to improve implementation of Federal requirements for transportation services i.e. Civil Rights (Title VI Plan) and the use of transportation by Limited English Proficiency persons are encouraged.

1. What's different for 2023 from the 2022 Application Form?
Proposal submissions are due on Oct 28, 2022 by 4 pm, at the ITCTC, 121 E. Court St., Ithaca, NY 14850. Call Fernando de Aragón at
607-274-5570 for questions about submitting proposals and the evaluation process.
Proposals may be submitted using email ([email protected]).
- Applicants are encouraged to use the budget tool excel file to accurately calculate the budgets including local matches. (see scmp_budget_tool.xlsx below)
