Public Notice - June 6, 2012

The Ithaca-Tompkins County Transportation Council (ITCTC) gives public notice it is soliciting proposals or ideas from agencies, service providers and members of the public for improving transportation services for people with low income, seniors or people with disabilities in Tompkins County as part of the Coordinated Human Services-Transportation Plan.

- This solicitation is for projects to be continued or implemented in 2013.
- Existing projects need to re-apply for a 2013 grant.

The purpose of this notice is to identify projects which best fullfill the service objectives in the Coordinated Transportation Plan. Projects must be approved by the ITCTC in order to be eligible for Federal funding. There is no guarantee any Federal funding will be awarded in the future.

Further, Tompkins County will determine if an additional procurement action (e.g. a request for proposal process) is neccessary to select a contractor to implement a project.

Proposal submissions are due on July 6, 2012 by 4 pm, at the ITCTC, 121 E. Court St., Ithaca, NY 14850.  Call Fernando deAragon at 607-274-5572 for questions about submitting proposals and the evaluation process. A proposal may be submitted using email.

Proposals will be evaluated using the following criteria (summarized below):
  • Project Approach: Effectiveness of serving target populations, Meeting eligibility requirements for individual FTA programs (30 Points)
  • Implementation Plan (20 Points)
  • Project Budget (20 Points)
  • Program Outreach (15 Points)
  • Federal requirements including Civil Rights and Environmental Justice. (15 Points)
The Coordinated Plan Committee will evaluate proposals which wil be forwarded to the ITCTC. The  ITCTC will rank proposed projects or service ideas to be eligible to receive FTA funding, in whole or in part, in 2013.
