I found a good discussion of Mobility Management in the context of FTA programs in the magazine Transportation Leader, Fall 2008. Mobility Management is a transportation strategy that focuses more on the customer and their needs, and the meeting of these needs through the coordinated use of a variety of providers - public and private. Commonly, public transit and private transportation providers have seen themselves as rivals, as if the demand for their services was limited as a zero sum gain. The experience of places with effective mobility management programs shows this need not the case. Demand for all services will increase as providers work together to provide a customer-oriented, seemless transportation system.
