The Board meeting was somber the impact of the State's failure to pass a budget on public transit systems. There was no good news. There was discussion about the Legislature's interest to postpone passing a budget until in November 2010. A November budget is a survival strategy to get past the November elections. But, a November State budget would have a negative fiscal impact on public transit systems. The Upstate public authorities are borrowing money from banks using RANs (revenue anticipation notes). They face the prospect of stopping operations after running out of money, if there is no State budget. They will go until the last day they have cash, then shut down.
